I had seen this same thing myself a few years ago but do not remember how I resolved it because I had tried many things.

A couple of things you could try if you have not already:

1. Alt, V, N (that is the keyboard command for View, Normal)

2. Exit Word.
Delete Normal.dot
It will be rebuilt upon starting Word the next time.

3. Go to the shortcut you use to open MS Word, right click on the shortcut and select properties, In the Run box select Normal window.

4. Go to the shortcut you use to open MS Word, right click on the shortcut and select properties, in the Target box add a space, a hyphen and a letter n to the end of the target line so it appears like the following: "C:\Program Files\Microsoft Office\Office\winword.exe" -n

This will start Word with no new document. Just Word will open and hopefully with the menus.

Try each individually and then see if Word is working as desired, then try another.

Try something:
C:\Program Files\Microsoft
Office\Office\word.exe" /unregserver
and after that
C:\Program Files\Microsoft
Office\Office\word.exe" /regserver
