Unable to open Excel 97 file

Hello people,
When I try to open a file in Excel 97, I get a message that says, "Permission to use object denied." (Error 419). The folder where the Excel files have full permission from all the users and local computer. I have another computer which I installed Excel 97, but it doesn't give me that error message. What causes this? Any ideas?
