Text formatting in Excel wont work

My Excel data won't format as text when I use the menu. If I enter the comma (') before the data it formats okay.

You mean apostrophe... A comma looks like this ,
If the Cell is formatted as text, then the numbers will display properly. If the cell is formatted as "General," which is the default, you will need to enter an apostrophe in order for the zero to show.

What do you mean "won't"?
Please give an example of what you expect to happen vs. what actually happens.
There may be other solutions besides the apostrophe.
