I would like to install a utility (or piece of software) on one of our office computers. I would like to be able to require a sign-in, and it would require a sign-in after X minutes of no keyboard/mouse activity. The person(s) using the machine welcome the use of the software.

This seems pretty basic, but perhaps I'm completely misunderstanding your question.
Windows XP does what you want by requiring users to press Ctrl-Alt-Delete to login.
Then, set the screen saver to also require the use of a password to unlock.

Yes Win Vista has parental control function which should meet your need. And Also there are lots software out there. You can limited the user time, access different programs, and you can get the report about all usage activities. Just search for "computer parental control" will get you a lot
