Issue: Cannot perform the automatique SEND/RECEIVE option on mail client startup.
Software Version: Outlook 2002 (from Office XP Pro CD) with Spk 3
Plateform: Windowx XP (spk2) / Windows 2000 (sp4)I have a few workstation having the same problem.
Whenever a user logon to her/his workstation, running windowsXp/2000, for the first time in the morning (or after a reboot) they should have outlook 2002 perform an automatique SEND/RECEIVE. ... which is not the case. It doesn't.
I did double-check all the settings and I searched on MS KB, I found these 2 aarticles:

Both ways it doesn't solve the issue.
The outlook 2002 clients are using POP accounts, no Exchange server involved.
The "Schedule an automatic send/receive every 'x' minutes." Works though. If after starting Outlook I am waiting the "'x' amount of minutes", as described above, the e-mail clients are doing their Sends/Receives .But users are not like me, so they stress out the fact that Outlook is not "Performing" it on startup (... if users were like me I would be also out of business :P).
Anyone encountered this Send/Receive situation?... with a fix for it? :D

Just double-checking... In Tools, Options, Mail Options, Send/Receive you have the "Send immediately when connected" box checked and then under the Send/Receive you have "All Accounts" Selected and the "Include this group in Send/Receive" box checked under the "When Outlook is online" option?

I found a solution to the Outlook 2002 issue not being able to do it's SEND/RECEIVE on start-up.
( See my prior post for previous fixes I tried in vain. The following fixed the behavior for good on 3 production systems.The problem is partly coming from corrupted files from Outlook Express (OE). (What? Outlook is using Outlook Express files and libraries? ... YES! it does :P)
Microsoft Outlook uses some OE files... which ones I do not know and Microsoft Knowledge base did not mention anything about this either.
Here is the FIX for Windows 2002 and Windows XP plateformesMake sure all Outlook or Outlook Express Windows and programs are closed prior to do the following procedure.
Go to Start>Settings>Control Panel> add/remove Programs and click in the left menu on the icon saying 'Add/Remove Windows Components'.When the Windows Components list is done populating look toward the bottom of the list there is a Outlook Express line with a most likely checked check box.
1. - Remove the check mark beside Outlook Express and press 'Next. This will remove the OE components from the system.
2- After having succesfully removed the OE components the window will close by Itself.
Now the only thing you have to do is to re-install the OE Components. You do so by doing the exact same thing as in step 1 (see above) with the only difference that you have to check the check box for the Outlook Express component back again. This will re-install the files.3- I was able to get the Microsoft Outlook 2002 doing it's send/receive fonction on start-up flawlessly after that. Without rebooting I lauched Outlook and it performed the task out of the bat.
I suggest you reboot but it worked withouta reboot in my case.
The above procedure fixed the issue, described in my initial post, on 3 stations in less then 3 minutes.I hope it will help someone.
Maybe the same procedure can be applied to other version of windows also. Our work environnment is 2k/XP/2k3 so I have no idea about 9x/Me but it makes sense to beleie that It should do the trick as well
