Send Email As Other Person

I know that in Outlook 200X you can open another user's inbox by going to file - open - other user's folder and select the name and type of file. Once I open another user's Inbox, and try to make a new email (within their winodw), it sends the email but as if I sent it. Is there a way to send an email through the person who's folder your looking at.
For example - I'm logged in as me, but I open up Jack's inbox. Can I send an email as Jack?
