Restricting Employees Using Outlook

I am a supervisor at a call center with approximately 250+ agents. I am trying to convince the site manager to allow the agents to have access to Outlook. We currently use the 2003 version. Here is my question:
Is there a way for them each to have their own accounts and only be able to send emails to key individuals within the center and among each other only? I do not want them to have access to the entire Global Address Book or send any external emails whatsoever...Is this a realistic option for our group and would it require each agent to have a roaming profile?
