You can use anyone that fits your needs and budget from MS Paint to AutoCad.

Also depends on how precise it needs to be. I used MS Excel to create a plan when I added an upstairs addition to my home. An architect would laugh at it but it was quite usful to the builder I hired to perform the work.

There are many programs out there. It will depend on what exactly you need, and how powerful a tool you need to get the work done.
Punch! Software is one of the more popular companies that makes software for home and building designs. The price ranges from 29.99 (CAD-really crappy) to 329.99 (the whole thing- interior, CAD, exterior, furinture, stuff like that)
