Publisher cannot open files

The message I recieve is "Publisher cannot open files from a different version".
The situation leading to this is as follows.
He had an older version of publisher on this machine. we upgraded the OS to 2k and had to reinstall office. the office we installed was of a different version than the older publisher. conciquently we can no longer open any file that he had created using the older publisher. I tried to open on other peoples computers and we cant.
He is running norton but corperate edition and there is no way that I found to remove the OLE check or any other norton fix that I have read thus far. Is there another way to open these files?

Not much to offer but... If you are trying to open it by clicking on it's icon then try opening Publisher first and use it's menu to go to File, Open. Maybe it will then open there. If so then use File, Save as to save it in the newer version.
