Publisher 2000 won't load

After installing Publisher 2000 on our Windows 2000 server, it will not load giving a message along the lines of "Not enough disk space or lack of memory".
There is over 2Gb of free hard drive space and 1Gb of RAM, so it can't be this that is stopping it from loading. Also the rest of Office works fine, it is just Publisher with the problem.
