WORD has been flaking out for years
different symptoms similar behaviour
currently it is asking to accept ULA every time you open it
it has been opening with a nag screen/dialogue boxes (i forget the exact wording) and used to try to monkey with the "NORMAL" template upon closing and other weirdnesses including shutting down in mid use on other users
