problems with publisher

trying to use publisher 2003 on a computer and whenever you try to create a new document, the side bar comes up with options: web site, design, whatever. i try to click on any of the examples when they come up with little example images, and the thing starts to load, but stops half way through and says "Publisher can not complete operation" I have tried: 1. reparing the installation 2. uninstalling and reinstalling 3. copying the library files from a working machine into this one the problem seems to only occur under one profile, when logged in as administrator, the problem does not occur, any thoughts?
