Problems Using ClipArt in Office 20

When using Office 2003 ClipArt searches are not returning hits from the clipart installed on the hard drive unless you use the clipart organiser. Clipart organiser then only gives you a copy/paste option - not insert - which inserted file as a jpeg. Copy paste gives bitmap - too big in size compared to jpegs. Anyone out there know a better way of doing this that DOESN'T involve using online clipart? Don't want free downloads etc - just want this to work.
