Print to PDF Template?

I have a single sheet PDF that contains my letterhead. What I want to do is be able to print the output from my Excel billing workbook onto this letterhead, resulting in a PDF file that contains both the letterhead and the Excel data. I know that I can add a background later after printing the data to a PDF, but is there a way to set up a PDF printer that will always add the letterhead as a background image automatically?
2. My letterhead bleeds to the edge of the paper. Inserting it as an image in the header or footer causes it to be cropped because the left and right margins of headers and footers in Excel are fixed at 0.75 inches and can't be modified.
That's why I've been looking for PDF solutions, since it appears to me that there's no solution for dealing with my problem within Excel. I'll take any ideas, though.

I found a freeware program that does exactly what I need; it creates a PDF printer that can be configured to superimpose printed data on an existing PDF. Very slick...I'm really surprized that Adobe Distiller doesn't have this functionality. Here's the site:
