i have a presentation that was created in ppt `07. For some reason the web links and the icons that are clickable in ppt 07 dont work in office ppt `03. any ideas?

You can save your presentation from PowerPoint2007 as PowerPoint 2003.
Office button -> Save As -> PowerPoint 97-2003 version.

TiP:
Convert your PowerPoint 2007 presentation to Flash, then all the web links will be retained in the Flash, you don't worry about the different PowerPoint version problem.
Some third party presentation tool such as PPT2Flash Standard can help you do this work.
