i have a presentation that was created in ppt `07. For some reason the web links and the icons that are clickable in ppt 07 dont work in office ppt `03. any ideas?

You can save your presentation from PowerPoint2007 as PowerPoint 2003. Office button -> Save As -> PowerPoint 97-2003 version.
TiP: Convert your PowerPoint 2007 presentation to Flash, then all the web links will be retained in the Flash, you don't worry about the different PowerPoint version problem.
