Plain Text Email in Outlook 2000

I have adjusted my settings in Outlook 2000 to compose emails in plain text instead of HTML or rich text.

But, if someone sends me an email in HTML format and I hit "reply", then it sets me up to write the reply in HTML format. Then I have to click Format > Plain Text to manually change it.

How can I change it so that when I reply to an HTML format email, my reply is automatically set to plain text format?

I'm not young enough to know everything.
