Pictures placement problems Word 07

I have Microsoft Office 2007 installed on two PCs. On my one PC when I want to move a picture to a new location it bounces all over the place, move it to a location and it move 2 inches up or to the left etc. I made sure "snap to grid" was off, I have the wrapping to one where you should be able to move the picture anywhere you want it. I just assumed this was a bug in 2007 but on my new PC you can move the picture anywhere you want. What option or setting am I missing?
