I am no wizard at Photoshop but have had no problems layering .bmp or .jpg images (PSP7), what is it you are trying to do?

Adobe photoshop's proprietary format is PSD this stores all the layer information etc, jpg and bmp will NOT store layer information. You generally work on the PSD then export a jpg when it is needed, leaving you with the original PSD. GIFF support a type of layer which is how they achieve animation. PSD's can only be viewed by adobe products
