Outlook XP file association

I'm using Outlook 2002 and recently when JPEG files are sent as attachments I am unable to open them. When attempting to open a JPEG attachment it attempts to open in "Frontpage" instead of "Windows picture and fax viewer". If the attachment is saved first then I can open it in Windows picture and fax viewer without any problems. I have checked windows file associations and they are all fine. Does outlook have its own file association table? How can I reassociate it so that opening JPEG attachments are set back to Windows picture and fax viewer rather than frontpage?

Frontpage opens because the jpg is contained inside an HTML document.

Maybe this will work:
Tools menu, click Options, and then click the Mail Format, use microsoft word to edit messages.
