Outlook Sending Problem

I installed Windows XP Home SP2, and I am now unable to send email with Outlook 2000. Receiving works fine. When I try to send, I get the following error message. I've looked all over the place but I can't find this error message.
Unable to connect to the server. (Account: 'mail.pagecomarketing.com', SMTP Server: 'smtp.starfieldtech.com', Error Number: 0x800ccc0e)
I've tried using a different smtp server, I've tried switching to CW mode, I've tried reinstalling Outlook, and I am pretty sure it has to do with SP2 because I can set up my account the same way on my Windows 98 machine and it works fine. I don't know what else to try to get Outlook and SP2 to cooperate. Any help would be appreciated.

I've had the same issues and I found that the Service Pack 2 put some security on there and I found success by entering in my full email address along with "my outgoing (smtp) server requires authentication" . and then things started to flow for me.
