Outlook Not Sending/Receiving

Outlook is not sending/receiving email. Server configuration is good under account properties. Email server is not the problem. Also, unable to telnet/ping email server. Error message is: 0x800ccc0e.

Problem started to occur after interruption to Internet service - unable to access web sites briefly. When service returned, unable to send/receive email. Also, unable to ping other IP's for example, MSN.

Norton Internet access settings for Outlook is "Automatic." Disabled Norton firewall and email anti-spam settings -- Problem persists.
