I have a network with 8 computers on it. They all use the same internet and email services. All are set about the same as far as web, mail, and internet settings as far as I can tell. But for some reason two of the computers will not send or receive from the pop3 and SMTP servers. I can’t figure out why. Does anyone have a clue?

Do they try & connect & get an error message? or is it just that nothing happens at all? Have you checked the pop/smtp settings are the same? I'm guessing each PC has its own user so have you tried temporarily setting up the non-working accounts on one of the 'working' PCs to see if they can connect?
