Outlook hanging

I am having an issue with MS Outlook on the client PC's in our office.
We recently upgraded our mail server and switched from Exchange 5.5 to exchange 2003. We also did a system migration and moved domains.
Whenever the old mail server is powered down, the outlook client on the user PC's hangs. This has not happened on any of our other offices, just this one.
I have tried re-installing outlook but it makes no difference. Why would it hang when the old mail server is offline. It no longer belongs to the same domain as the old mail server and doesnt point to it in any way.
