Outlook file recovery

I have a user who changed their OS from Windows NT to 98. Before migration, he backed up his outlook files in a .pst format and applied a password. The user is now unable to restore the files. I know this has to do with the differance in files systems but am unsure how to help him recover his data. Any suggestions would be greatly appreciated. Thanks!!
