My outlook express won't delete my emails, or when I drag/drop them into delete file, it says cannot. Any ideas? thanks

Your deleted items folder is corrupted, to create a new one, Close OE, search your system for Deleted Items.dbx. Delete it, all items in your deleted items folder will be lost. Now reopen OE, OE will create a new one and this should fix the problem.
