outlook exp. problem sending email

I am having problem sending email with outlook express. I spent a lot of time trying to figure out what's wrong . My emails take to long to be sent and sometimes I can even send them.I send an email to myself and sometimes takes 2 hours or 15 minutes to receive it .I get no more errors and in my sent folder shows that messages have already sent.I did everything possible to fix but I am still having problems.Things I have done: restore my pc to earlier date:deleted my yahoo account several time and created new one.Every thing is configured right as far as I know. The last thing I did I reinstalled Internet Explorer and updates the software. Any help will really appreciated.
