Outlook can't search contacts

Hi all, got a few installs of Outlook 2003 SP2 here on pop accounts, and if I try and search the address book for a contact that doesn't have an email address, it won't come up. It'll save it in contacts (and I can search for it and find it in the quick search bar), but if I open the address book and search it won't come up. Add an email address (even a bogus one), and up it comes. Is this how it's suppose to be? Seems kind of odd/annoying, but then again it is Outlook we're talkin' about here :). TIA.
