In Outlook 2013, the add-in tab appears in the main email inbox... It appears in a new email message and it appears when you click reply or forward, but it does not appear when you just simply double click on the email and open it to it's own window.

It works fine in Outlook 2010

And, how do you make the toolbar icons show up in the add-in tab??
Right now all I see is the menubar commands

What exactly do you mean by the add-in tab? Add-In Toolbar perhaps. Do you mean Add-in under the File Options section in the main menu?

What does using this tab allow you to accomplish? Are you talking about having the Add-ins tab displayed in the Quick Access toolbar at the top of the window when Outlook is open?

Sorry for all the questions, but I'm a little confused...
