is there a way to backup my signature and filters on my Outlook 2003?

For signature, just back up the signature file. it is located under your personal folder
C:\Documents and Settings\your name\Application Data\Microsoft\Signatures

By Filters do you mean Rules?

Open Outlook
Tools
Rules and Alerts
Options
Export Rules
Give it a filename and browse to where you want to save
Save
OK
OK
