Hi there, this has been happening for a while now and I have no clue what the problem is.
I had my mail setup working perfectly, pulling email down to outlook via pop3. Now suddenly it gives me this error, and I have tried on 2 different pop3 accounts and it doesn't work. It keeps giving me the same error. My gf is on the same POP3 and hers works first time, so this leads me to believe there is a problem with my system somewhere. I had not touched the settings, and now suddenly this happens.
Can anyone help?
Task 'mail.*****.com - Receiving' reported error (0x8004210A) : 'The operation timed out waiting for a response from the receiving (POP) server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).'
Running WinXP Pro, Outlook 2003. P4 2.8Ghz, 1Gb RAM.

First of all confirm that your Account configration is correct. Make sure you have the proper incoming and outgoing servers, userid, and password. Also, check the SSL configuration. Lastly, confirm with the ISP that the settings are correct.

I'm receiving the same error message!! For my POP3 accounts in both Outlook 2003 and Outlook Express (both programs have the latest Windows/Office updates installed). And my mail settings ARE correct. I've been researching this problem exhaustively and haven't found a solution, but I believe it to relate to Norton Internet Security 2005 (NIS 2005).

I am having the same problem, and it just started within this past week. I am running WinXP with Outlook 2003. I am using NIS 2005 w/AntiVirus, and have contacted Norton, my ISP, Windows, and HelponThe.net. All of them direct me to the supposed help on windows.com, but I have done it and it doesn't work. This is getting frustrating becuase it has never happened before, and I cannot seem to fine an answer, just a bunch of techs guiding me nowhere.

Has anyone had any success in resolving this issue? With some twenty assorted accounts, my Outlook 2003 was working seemlessly for the past year-- yet, last night most all accounts are returning the above captured error. (however, I suspect that for some unknown reason, gmail is still working) Yahoo subscribed and pop3 emails from my apache server subscription are all returning this error.
Not a good omen, methinks, for 2006!

And go to the section marked
To restore the default General and Trojan horse firewall rules
Download the appropiate .exe file and run it as per the instructions, then go into NIS 2005 and run the program scan, under Firewall, again then open up Outlook 2003 it should run OK, this should clear up the problem
