Outlook 2003 Rules Problem

Installed Outlook 2003 some time ago, during the configuration of Outlook to interact with Exchange Server 2003 there is a question asked locally if the Rules should be Server side or Client side, if you choose Server side (which we did) the Exchange Server limits the the Rules size to 32K Total. The Rules rules are use with Remote mail and local mail, plus all the mail is saved on the server per user. Is there a setting that can be changed on the Outlook side or client side without major changes that our users will have to make?
