Outlook 2003: All of a sudden I cannot open links from within an email message. I get "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." This poses a problem as I am he and nothing has been changed. Any helpful info would be appreciated.

This is most often caused by a GPO. There are many articles in the MSKB that address this. You can do a search for that particular phrase, and the articles will explain if/how you can work around this.

I was able to resolve this on my own thank God! This problem is caused by outlook 2000 or outlook 2003 not having an accossiated browser to open links. This happened to me because I uninstalled and reinstalled Firefox. Outlook lost the defualt browser setting. You can just open IE, tell it it is the default, then open the other browser back up and reestablish that it is the default.
