Outlook 2003 issue/problem w/ VPN

If anyone has a fix for this, I would love to know. I have a client who has 2000 and XP machines. XP w/ Office 2000 upgraded fine, 2000 w/ Office 2000 will not use the VPN connection when I need it.
Windows 2000 w/ SP3 or SP4 Outlook 2003, needs VPN to connect to exchange server.
Will return message "unavailable: retry, work offline, cancel".
It seems that the computer is using the LAN connection and not the VPN?
