Outlook 2003 Import/Export disabled

In Outlook 2003 the Import/Export and Folder features under the File menu are disabled. This is a brand new PC with MS Office 2003 SP2 full installation installed with all Security and Updates installed. We do not have an Exchange server, all our email accounts are POP3. I have already checked the Language settings of both Win XP and Outlook and they match. I want to be able to Import/Export Contacts and Calendar to share with others. We have a peer-to-peer network using Workgroups, no domains. How can I fix this problem?

Some features are disabled unless the software is registered. Have you done that?

The software has been activated and registered, although I did not receive confirmation of the registration. This is the only new computer I've setup that came with Office 2003 pre-installed that has this problem. Is there a registry entry that might be preventing these features from being available?
