Outlook 2003 Calendar Offline Only

Our network, both LAN and WAN uses Novell Groupwise for e-mail service. A new user at my campus has always used Outlook calendar to keep appointments and tasks. I can't get Outlook started. I need to get to run offline only because Groupwise interferes with Outlook's startup. Outlook is trying to force a login to the mail server, but it won't communicate with Groupwise, even with a valid account. Our district no longer has any Exchange or Windows servers.
The user in question had Outlook working at her previous campus, but nobody seems to remember how it was set up over there.
Please help. We are near desperation on this issue.

She can use Outlook for the Calendar only. It does NOT have to be configured as an email client. If there is an email account configured within Outlook, just delete it.
