Outlook 2002 time zone issues

This is the setup I have:

My Treo 650 is configured with EUR time zone
My computer is configured with EUR time zone

Assistant in EUR enters appointment in Outlook in EUR time zone
Assistant in US enters appointments in Outlook in US time zone

** Problem: **

When I sync my Treo with computers with different time zones, all the appointments are getting mixed up. Yes, I could ask the assistant in US to change TZ on her computer but than she'll have problems.

Before switching to Outlook I used Palm Desktop and never had this problem as Palm doesn't look at the system clock.

Any suggestions how to fix this? I've tried to change registry keys so Outlook doesn't look at the system clock to determine time zone without luck.
