Outlook 2002 Server Side Auto-Reply

I am working on a project that requires certain emails to be auto-replied to depending on their subject lines. The client application is Outlook 2002 and has the rule wizard option, however the auto-replies are to external email accounts and the server will not allow automated replies to outside accounts. I have been able to solve the problem with client side rules, but I need a server side solution, or atleast a solution that doesn't require the computer to be on 24/7. If anyone has a recommendation of a completely different approach I am open to that also. Thanks for the help.
