Outlook 2000 Problem

I'm running MS Office 2000 on Windows 2000 and use Outlook 2000 for e-mail. Recently Outlook has decided to disregard the option to hide the Send/Receive dialog, and pops it up randomly when sending mail. I reloaded Office, but that didn't help. I checked in the Windows Registry under Outlook\9.0\Options\Mail and the REG_DWORD is set correctly to 1. I reset this, which cleared the Option box in the dialog, and then clicked on the option. That reset the DWORD correctly but didn't change the behavior.

What am I missing? Is there something in Outlook that needs attention?
