We currently have Verizon as our ISP. My husbands email (outlook) is giving him an error message that it cannot authenticate his username and password when sending, he has no problem receiving. We have been on the phone since Fri trying to resolve this. A week before, he received a MS critical update and it download IE 7. Ever since then, he has had problems with Outlook and when we go to the ISP website to send mail, he has the same problem. Also, when we send to AOL recipients, they come back as undeliverable. Has anyone else had this problem?

If it's doing it from their website also it's a password issue. Contact the ISP and have them verify/reset username/password.

Outlook doesn't distinguish between outgoing and incoming mail when it processes username and password. The problem is not Outlook.
Although installing IE 7 should have no effect on how Verizon handles the authentication, I would try using another browser. If the problem repeats there, then the problem is on Verizon's end. It may very well be a problem with your husband's account.
Does the problem happen with your email also?

What mail server are you using? (outgoing.verizon.net or smtpout.verizon.net)
If it requires authentication be sure that is checked in your outlook settings.

Although the problem was corrected after the time I first posted this message, it is happening again. We have contacted Verizon several times with this problem. They have checked their servers and everything is fine. We have gone into the email accounts and checked his user name and password (which has been reset by Verizon 5 times now) and made sure that the POP3 and SMTP accounts were correct (incoming.verizon.net and outgoing.verizon.net) When we test email account, a "Enter Network Password" box opens and asks for his username and password. One tech did notice that there seems to be a space in front of outgoing in the box and suggested that it is a problem with Microsoft and to contact them. I tried repairing Outlook but it did not work.
