'operation failed' message in Outlook 2002

Specs: Windows XP
I'm getting the message 'operation failed' in Outlook 2002 with Win XP/SP3 whenever I click send/receive.
However if I write an email and send it Outlook performs a 'send/receive' OK.
I have disabled add-ins that I know about ('exchange extensions property pages').
If I shutdown/reboot without disconnecting power nothing happens. However if I shut down, disconnect power, wait 20 secs, and then power up/reboot the problem goes away but returns later on.
Any ideas? Thanks in advance

Try using a later version of Microsoft Office. 2007/2010/2013.... I recommend 2010

I have had the similar situation in the past; found it sometimes to be a problem with my outbound server; sometimes with the isp. In both cases it appeared to resolve itself - though no idea why...

Also have re-installed Outlook to resolve it too on occasion; after first saving the .pst files elsewhere... (exported, and also backed up - (copied as such) to somewhere safe as nice to have two versions of safety...)
