Click anywhere, in the menu bar at the top, with the right mouse button & you will get a list of all toolbars available. Choose the one(s) you want from there. Other option is to select the Tools/customise/toolbars menu & select from there.

Microsoft did away with the Office Toolbar in 2003. That is why you can't find it. They are trying to migrate everything to the quicklaunch bar now.
