OE 'no new messages' when there are

When I open Outlook Express it checks for messages and says there are none when there are several sitting in my Tiscali Inbox.
I tried fixing it by following instructions on a help site but when I tried to 'run' msinm/reg it could not be found (i'm not sure I've got these letters right from memory, but they were at the time) I've checked all details are correct on OE through tools, accounts, properties etc and via control panel, mail, view existing email accounts.
