OE - MSOE.DLL will not load

You guys are way more advanced than I am. I have a Dell with pre-loaded software. My father did an update for Windows XP and we use verizon-online for our web access. No problems signing on to the internet, however we can't use Outlook Express. I keep getting the msoe.dll cannot be loaded error even though I have the correct version of the msoe file in the right file folder. I've tried removing and adding the program, but it still isn't fixing the problem. Could anyone explain what to do in layman's terms?
