NIS 2004 Spam plug-in

When my PDA (hp iPAQ 4150) sits in its cradle, and Active sync syncronised it with the PC it is connected to, Nortons Anti Spam (part of NIS2004) plug-in doesnot install in Outlook 2002.

Ther Anti-Spam service of NIS2004 will mark incoming e-mail as Spam, but these e-mails will not be redirected to the possible Spam folder.

When I switch of the hp iPAQ 4150, and start up Outlook, then the Anti-Spam plug-in installs normally, buttons sitting in the menubar and spam marked mail redirected to the Spam folder.

Does somebody knows why, and what must be done, to ensure, the plug-in installs at every start up of Outlook?
