How do I rotate an inserted picture from a file in MS Word 2000? The rotate option on the drawing toolbar is greyed out.

From the Help file:
I can't rotate a graphic. Only drawing objects can be flipped or rotated. If you can convert an object to a drawing object by ungrouping it and then grouping it again, you can flip or rotate it. You won't be able to convert a bitmap to a drawing object.
Looks like you need to edit the pic outside Office, when you'd be limited to rotation in 90 deg. steps.

Is 2000 that different from 2003?
2003 has the green rotation handle on pictures inserted by using the Insert...Picture...From File... feature.
