MS Outlook won't open form

I'm using MS Outlook 2003. When I try to open a form, that's saved as a template, it opens as if I'm trying to send an e-mail. I'm not the only one having this issue in my office. When others open the form, it opens the way that it is suppose to. I'm thinking it's a setting in Outlook but I can't seem to find it. Does anyone have any ideas?

What type of form are you trying to open? What are you trying to open the form in or what would you like it to open in? How is it "supposed" to open?

I'm having a similar problem.
When using IE and filling out a form, the user is suppose to click to send form and have it automatically send through outlook (without actually opening an outlook email)
For a particular user; clicking the send form in IE is opening an Outlook email with none of the form loaded anyways, but the correct recipients are in the sendto field..
