I know how to use an IF statement to change the value of a cell in MS Excel (Office XP). But can the color of the text be changed also? Or the background fill?

Yes using Conditional format via Format, Conditional Formatting.
You can incorporate an IF statement if needed.

Thanks, Bryan. Works great! I used an IF statement to determine the value of the cell, then conditional formatting to set the background color for two conditions.
