MS Access '97 View button mising

for some reason in Access the toolbars are missing all I have is file, edit, insert, windows and help. The view and tools are missing. Can you help me in getting these back? I have reinstalled and this did not work. I checked for help on this and it says to right click on any menu bar and click customize but when I right click nothing happens.

Press ALT-V to open the View option from the Menu Bar. Go to Toolbars, Customize, MenuBar, Properties. Click on "Restore Defaults." And select "Yes."

No I tried this but it did not work. Also, tried Alt-T for the tools menu, but this also did not work.
