MS Access '97 View button mising

for some reason in Access the toolbars are missing all I have is file, edit, insert, windows and help. The view and tools are missing. Can you help me in getting these back? I have reinstalled and this did not work. I checked for help on this and it says to right click on any menu bar and click customize but when I right click nothing happens.

Press ALT-V to open the View option from the Menu Bar. Go to Toolbars, Customize, MenuBar, Properties. Click on "Restore Defaults." And select "Yes." Please post back and let me know if that works.

No I tried this but it did not work. Also, tried Alt-T for the tools menu, but this also did not work.
