Ok,
I am having problems with OutLook Express. The missing MSOE.DLL is just a part of the problem. With I try to go into Outlook Express This window pops up and says " The identity login could not be started. Some components are either missing or incorrectly configured." This happend all of a sudden. I didn't do nothing to the pc. After that another one comes up which says "Outlook Express could not be started. It maybe not be installed correctly. Make sure your disk is not full or that you are out of memory. Contact Microsoft Support for further assistance. (0XC0000096)" I did but they said backup your e-mails and reinstall. Nice but I can't get into my e-mail to do this. Almost done! Last window that pops up says " Outlook Express could not be started because MSOE.DLL could not be initialized. Out look Express may not be installed correctly." That's it. Hope you didnt fall asleep while reading this. Thanks for your help.

You can easily back up your Outlook Express emails. Do a search on your machine for *.dbx files. There is one of those for each mailbox you have in your Identity.
Copy those files to another location...separate partition, new folder on your C:, etc.
Then, you have a couple of options. You can go into Internet Explorer and run the Windows update, go into Add/Remove programs and do a repair of IE, or you can just go to Microsoft's website and reinstall Outlook Express... Those are just three options.
When you've reinstalled Outlook Express and execute it the first time, it should be fine. If it's created new mailboxes in your identity, close it out, replace the new ones with the ones you backed up, and you'll have your email functionality back..

This too happend all of a sudden. I didn't do nothing to the pc. I attempt to startup either Outlook or Outlook Express.
message 1: "Outlook Express could not be started. The application was unable to open the Outlook Express message store. Your computer may be out of memory or your disk is full. Contact Microsoft Support for further assistance."
message 2: "Outlook Express could not be started because MSOE.DLL could not be initialized. Outlook may not be installed correctly"
I've performed a reinstall without error. (No real mental leap here). The problem persists.
Anyone have any thoughts?
