Microsoft Office XP Install error

My mom is attempting to install Office XP on her windows 98 system, she get the classic blue screen with "Error 00028:C16F4EBE in VXDGRVXD (01) + 00003C9E...hit any key to terminate this process or ctrl + alt+ del to restart. She canceled and tryed to install again and the same thing happens.
I had her deleat the other microsoft office folder incase a partial install was the problem. I also had her run disk check to see if there were any bad sectors on the disk, but none were found.
